The same as you would have changed it from General to Character, but with an extra step. When you hit the ? beside the artist tag, it'll take you to the Artist's page instead of the tag's wiki as you would with other tags. However, there will be a link to switch you over to the wiki page from where you can go up to Edit and from the resulting page, can change the tag's category.

In any case, it's been fixed.
