Reason: When tagging dipstick body parts, the preferred format seems to be "[color]_[body part]_tip" (or "...tips"). See, for example, topic #35395, which ended with an approved BUR to standardize black_ear_tips and brown_ear_tips.
So this BUR is intended to clean up the last few cases where other tag formats are being used.
I also saw that a tag called tipped_ears is currently in use. In all the images I checked, that seems to be used as a synonym for dipstick_ears (and I've removed it from a few where it wasn't), so I think it can now be safely aliased to dipstick_ears.
