adding implications to a new game on character that was featured in previous titles seems wrong.

Implying characters to specific games in a series is generally not a good idea, if they can appear in a prominent fashion other games.

He appears at the end of Ruin for a couple of seconds, and he doesn't even imply the right version currently.

Maybe? Not big into fnaf lore, but even so Burntrap looks very distinct. And doesn't he have purple eyes compared to the Mimics yellow?
