As such, I propose an alternate: implication for both manacles and handcuffs > Shackles. It is more encompassing, and can be used for ankle cuffs or uni-locational shackles as well, while still fitting the usage form of both terms.

I'd also prefer a way to differentiate modern handcuffs from general manacles. But no one tags manacles, so might as well alias them away.

A handcuffs -> shackles implication has already been requested. A handcuffs -> shackles alias would be overkill.

I'm not completely sold, but I'm okay with your objection if others are agreed with you about the nuance your infer from use of the term, and you'd like to go update the wiki pages for the tag, and do the appropriate cleanup which is minor; presently, there are ~20 entries under manacles.

We already have handcuffs already implying shackles pending here .
If we climb this hill we might as well go in and add restraints such as rope or futuristic/magical crap as a category as well, no?

The thing is that shackles are handcuffs and manacles inclusive, but NOT all forms of bindings/restraints. Any case of that can likely be just left under bondage/bondage_gear.
