I don't think either works. As it seems to me, some neckwear may be considered a form of clothing (scarfs, neckerchiefs?) while others are accessories (collars, neckties), so it can't be assumed one or the other.

For the record: The main reason I wanted to make this implication is to clarify whether characters wearing only these items should be considered mostly_nude or nude, so keep that in mind when considering these. There's currently no official standard, which makes it impossible to reliably tag such images.
