Reason: Villages, towns, and cities have buildings; and buildings must be present to properly use any if those tags under twys

I would argue that very distant shots or abstracts shapes of settlements would not qualify for building.

It is definitely rare but there are certainly cases of cities and such without identifiable buildings post #10623
