No, it is not.
The "Other Names" section of the artist tag just tells you their other aliases. If you see an asterisk next to the alias, it means it does not exist as an actual artist tag yet.
If you want to see whatever "actual" tag aliases that an artist has, you check their tag wiki (i.e., mu7e) instead of their artist wiki (i.e., artist #27932).
In this case, there is no indication that mute is aliased to mu7e, so if someone adds mute onto a post, only the general tag is tagged and the artist tag mu7e will not be tagged.

The artist wiki shows aliases (and implications) too. e.g. artist #46885 shows the other tags that are aliased to the artist tag.
