Reason:

Practically the same thing. Same result can be reached from "hand_in_underwear panties". Alternative could be an implication.

I've made the following changes:

• Alias: hand_in_panties -> hand_in_underwear (denied)
• Implication: hand_in_panties -> hand_in_underwear (approved)
• Implication: hand_in_panties -> panties (approved)

I left off hand_in_underwear -> underwear because it's a pretty minor implication and I can see it getting tagged for cases where underwear may not be obviously present.
