Reason:

They occupy the same "copyright" section on tag lists, but have completely different lists when searched for. Either aliasing or implicating the tags to another(in any order) would combine the lists and prevent such a thing from occurring again, should someone add one tag to an image and not the other.

Any usage outside of the copyright seems pretty pointless anyways, so I went ahead and approved this.
