I don't think locker rooms and restroom stalls would count as public for tagging purposes, they're just not areas for personal privacy.

To be fair the public tag also only indicates “it’s a location open to random people in general, or an otherwise populated area.”

So wouldn’t those still be public, just without an audience?

They're closed off areas that people need to deliberately enter for a purpose. They're not places where random people will randomly wander through.

Why wouldn't this also apply to public_nudity, public_sex, public_exposure, and public_humiliation?
