That was my first thought. And indeed, looking at prior uses of the tag, it often was intended as tribadism.

I did consider that, since I did initially see touching_pussies being used to indicate tribadism, alongside pussies_touching. However, "pussies touching" is far less ambiguous, making it safe to alias to tribadism like I suggested in the referenced forum topic. With the ambiguity of "touching pussies", I figured it'd be safer to alias it to the closest existing singular tag.

I'm relying on the precedent of touching_penis, in which the word "touching" is meant to be an active verb, as opposed to the more passive "in contact with". If someone is wearing underwear, it's likely in contact with their genitals, but I wouldn't say that it's "touching" the genitals.

Even so, what @dba_afish said is also correct. Touching can be done with a lot of other body parts than just hands, including but not limited to claws, thigh, tail, tentacles, etc.

Didn't think about that, that's an excellent point. What if the implication was reversed, making it imply hand_on_pussy -> touching_pussy

Perhaps, though it is worth noting that hand_on_penis doesn't imply touching_penis for whatever reason. You could lump them together in the BUR if you want.
In addition, there is also penis_touching and penises_touching that are not implied to anything. Perhaps being used as a precursor for frottage, but without the active rubbing/grinding.
