Are the form on form tags supposed to be used on romantic situations too, or just sexual? Because the wiki just says sexual (i.e. feral_on_feral) but I've seen them used on romantic scenarios as well.

anthro_on_anthro says it can be for romantic stuff too, though...

pairing tags of any sort (<gender>/<gender>, <form>_on_<form>, weird ones like incest_(lore), etc.) sould be applied to any romantic or sexual interaction.

...and also some other stuff that might not directly appear as sexual/romantic like some fetish-y interactions. just like, if the characters seem to be in some kind of (non-platonic) relationship... use your best judgement.

Seems like some of the wikis should probably be updated then, anthro_on_anthro appears to be the only one that mentions non-sexual romance.

Hmm, it's mostly for search reasons. It doesn't make much sense to be searching for male/male in SFW posts where they're playing table tennis against each other, for example.
I really only 100% try to get this type of tag on explicit posts, anyways, but I imagine some do it for merely romantic situations. I'd say it's right below the commonly blacklisted tags in priority for me.

The way I understand it, <gender>/<gender> can be used for sexual activity or when there's romantic or lustful undertones between the characters (such as a character giving bedroom eyes to another, french kissing, or full-on hand-holding), while <form>_on_<form> and <gender>_on_<form> should only be for sexual activity. Like, it makes sense for something like this to be tagged male/male despite nothing explicitly sexual going on:

anthro_on_anthro contradicts that, which is where the confusion comes in. T-T

Seconding this too, I'd tag both of these characters as anthro as someone with no outside context.

The arms and hands to me. The left one (our left) has a more typical human-like arm structure, while the right one looks to have more paw-like appendages. It was only an example in either case:

The last one is also both anthro (semi-anthro), but I get your point. Still, I don't think people blacklisting anthro_on_feral would usually want to see them romantically involved either. And search-wise it makes it tricky for those who do want to see that.

Though bestiality rating:s is kind of awkward...

Past related discussions I could find:

The general opinion seems to be that x_on_y includes romance, with some disagreements on what exactly the threshold is, so maybe the wikis just need to be updated.

It seems that most of the tags that don't involve ferals (even feral_on_feral) include romance in the wiki: anthro_on_anthro, human_on_anthro, etc
