Reason: I think this tag should be in the Meta category because it talks about the image being a tribute to a deceased person.

Not OP but agree with them: in many cases the image being in memoriam is external information, and thus more befitting of meta:

It's similar to other meta tags like inspired_by_formal_art, medical_illustration, redraw, promotional_material, etc - it's about why the image was created and the context around it, rather than any visual elements in the image itself.
