I believe PBS Kids doesn't really own (most of) their shows, it just has the rights to air them. With that said, I'm not sure who else would be appropriate... Guess we can not implicate any further copyrights.

As Strikerman says, PBS Kids is the broadcaster. It just airs the shows; it doesn't own them, similarly to how Western distributors of anime don't own those shows but have the rights to broadcast them outside of Japan. The actual studio that produces "Elinor Wonders Why" appears to be SHOE Ink (scroll down the official 'Elinor Wonders Why' page)

Shoe Ink appears to be known for making Elinor Wonders Why, and Elinor Wonders Why.
