Reason: I have been noticing that epilepsy_warning is severely undertagged despite its importance and these tags tend to attract posts that should be tagged but don't get the tag added.

Flashing light had a very small amount of non-animated posts that I have moved to light. But I feel like it's more important that epilepsy_warning catches the appropriate posts than a couple non-animated posts end up mistagged if that happens again. The vast majority of posts under that tag are animated.

Suggestions very much appreciated though, I'm still not 100% sure on how to handle this.
