Currently the tags for Fang the Sniper, Bark the Polar Bear, and Bean the Dynamite are all implicated to Sonic the Fighters. However none of these characters are exclusive to this game and in Fang's case, it's not even the title he debuted in. Honey the Cat is the only one that hasn't shown up in any other games, not counting the comics.

Again, I'm against characters being implicated to single-installment media.
It has the inherent problem of invalidating the implication if that character ever appears in a later-series installment within the same canon-verse. I get that it's useful for people to be able to search specifically for a franchise's New Thing but it creates an ever-growing treadmill of tag associations that need to be reworked every single time a sequel comes out with stuff from The Last New Thing in it.

I don't think they do. That restriction only applies to aliases. The site won't stop you from creating redundant implications - many such implications already exist.
