Reason: Right now the tags are spread across three formattings: "high waisted", "high-waisted", and "high-waist". I'm not partial to which one we go with but this seems the most consistent with other hyphenated tags like "side-tie bikini" and "one-piece swimsuit".

The last line is just future proofing for consistency.

On a related note, we have a similar problem with "high_cut" vs "highleg", but I think I'd rather let you guys hash out what we should standardize on for that.
