Reason:

I know this is a huge topic of debate, but I know a lot of these tend to get tagged "cat" or "tiger" as well.

Personally I don't see anything wrong with that. Honestly when I type "cat" I expect cat-like things to show up. You can easily have a generic cat ears/tail, or have a character with ears/tail/personality that is distinctly "tiger-like". Why shouldn't this fit under the things you'd expect with tiger?

Benefits:

Cat_ears posts get tagged with cat more often than not. This would reduce the need to clean up something that seems like it would be intuitive (tag cat_ears/catgirl with cat). Thus someone tagging cat_ears catgirl tiger would actually be putting everything in the correct place.

Also, unlike other systems I've seen which tend to alienate the catgirl-type tags, this would actually fit within our current framework without too many changes.

Drawbacks:

Honestly I see none. It's a lot more intuitive than what we have right now.

Considerations:

I'd like to avoid things like snow_leopard_ears, etc. because it could get very clunky, but I'm not sure what would be included or excluded. We should probably limit these to a handful if possible, but as long as the correct chains of implications are in place it shouldn't matter.

We already have this issue even with the current system. Animal_ears, cat_ears, etc. is something that is meant to replace kemonomimi, nekomimi, etc. (human, but with a cat ears/tail) and is generally set up to contrast with anthro. We will continue to have this issue as long as the name stays "cat_ears". In absence of a better name this seems like it would be a fairly workable compromise.

For wearable ears, we do have fake_ears, but it isn't used very often as a lot of people don't know about it. Furthermore it doesn't support "what if they are fake rabbit ears?", and honestly I don't have any real answers for that one.
