Reason: For the viewer to know that a character is looking at breasts, breasts must be shown
Looking at one's own breasts or another's breasts is looking at breasts
Looking at another's breasts means looking at another. Looking_at_own_breasts already implies looking_at_self.

Can there be a situation where it can be inferred from image that the character is looking at breasts while the actual breasts are not in the picture?
