i ain't a mod, but i know a bit about how staff members work.
i got told that normally you'd get asked if you wanted to be a staff member, and that you'd get noticed by making significant contributions to e6. this doesn't guarantee you would get asked, but the more you help around e6 in some form the more you'd become a good candidate for a staff member role. i can't speak for any specific staff member's reason, but this is how it normally happens... however, e6 was recently accepting applicants. you can see forum topic #37771 for more info.
i can't answer the other questions, though. i can't exactly say how staff members can figure out how people are ban evading and i've only had limited, off-site experience with being a moderator (for a minecraft server & for my friend's discord server, barely any actual moderating), ergo i can't really say whether it's cool or not. i'd imagine that it would be, but staff members have to deal with plenty of problems on e6 so it can also be stressful.
Sometimes its super super obvious when someone's ban-evading, since they act the exact same, will often break the same rule that got them banned in the first place, and get overly defensive when accused of ban evading.
Not always tho, as with the person above, I ain't nor never have been a mod.
1) The Admin team looks for users who have proven themselves over time to be good for the site, be it tagging, building apps, good and relevant uploads, a positive influence on the forums, good wiki-making, a lack of troublesome comments, and an understanding of the site's rules. The recent opening up for applications they did was basically to help gather names of interested parties to help reduce the guesswork involved. However, they still vet everyone they consider, not just for how well they may be able to do their duties here, but also how well they'll fit in with the existing staff.
2) Arcane tech voodoo powered by the blood of trolls and the tears of creepy commenters.
3) It is in the winter. In the summer, they're hot stuff.
(I'm neither an Admin nor a Moderator. I'm just a Janitor, and, in my estimation, not one of the really exceptional ones.)
1. Being helpful towards other users around the site, participating in tag projects and cleanups, have a good vibe
2. Ban evaders leave crumbs of food within their path, that's all it takes. They will be found, and they will be bonked with the swiftness.
3. It's a'ight. You got the duty to keep the site functioning with a team so that everyone can enjoy it without problems. And if problems do arise, you gotta find ways to solve it. Teamwork makes the dream work
