The bulk update request #4836 is active.
remove implication photo_manipulation (1219) -> third-party_edit (30777)
Reason: What if the artist took a photograph then edited it themselves? They would own both the photograph that they've edited AND the drawing. According to the definition of third-party_edit, that would be a mistag.
