Reason: Leaf in hair requires leaf and hair. Flower_in_hair and feather_in_hair imply hair_accessory, so this should too.

What if the leaves were in the hair because the character was laying in a pile of leaves, would those still count as an accessory?

Same could be said about flowers and feathers which are already implicated. I'm not sure tbh

Having a flower or feather in your hair seems to be more intentional than having a leaf in your hair. I would recommend removing that from the BUR for now
