Reason: This isn't a character as far as I can see. It's a vaporeon+lopunny species hybrid that was aliased away (as such hybrids are), but people went around putting this character tag on them with no apparent indication they're referring to the same specific character. Dozens of different artists drawing it, as male, female, gynomorph, shiny, etc, with no mention of it being a specific character belonging to Japeal. It seems some people weren't happy with not having a special species tag for a generic hybrid, and did this as an attempted workaround.

On that note though, would pokemon fusion be a better alias target?

If all these characters were sourced to the same Pokémon fusion generator, I would at least expect them to all share the same design, and in that case a character tag might be justified. But nope, artists can't even make up their minds whether it should have Vaporeon or Lopunny ears:
