This is just the first step in cleaning up the mess.
It's my first BUR, so I'm keeping it simple.
Next steps:

• Turn the new tags into character tags, and create wiki pages for them.
• Add _(copyright) to character tags like katara and miles_quaritch
• remove old aliases and implications
• create new aliases and implications

Thanks, I've edited the BUR.

I wanted make the BUR turn every new tag into a character tag:
category appa_(a:tla) -> character

But the BUR currently has 13 lines, so they'd become 26 lines.
And BURs can only have 25 lines.

But I can change the tag type manually.
