In English maw tends to refer to a more "devouring" or hungry sort of mouth while mouth is a more generic name. However in furry art it usually just refers to mouths where they aren't and/or unusual mouths, but they're basically interchangeable. In certain tags like tentacle_maw It can be used to distinguish a tentacle with a mouth from a normal mouth that just happens to be filled with tentacles, but I don't see the same issue with tail_mouth.

Believe it or not, maw and mouth don't have any known shared etymology. Maw comes from Old English and meant something closer to "stomach", while mouth actually goes way back and shares the same root as Latin mentum ("chin").

Not the same thing. The difference is the type of opening on the end of the tail:

tail_maw is for tail openings like behave more like a bud on a flower, with multiple petal-like parts:

tail_mouth is for tail openings that act more like a normal mouth opening, with a single horizontal slit:

They're not actually that similar in appearance, except for their shared location. Because of the differences in how they look, I can see a use for wanting to search/blacklist one and not the other. And I don't see any benefit in aliasing them together and in losing that distinction. With only a few that were mistagged, the majority of uses seem to be keeping that distinction intact as well, indicating those who do use the tag find the distinction important.

There's also images like post #297483 where there's a tail_maw on the end of their tails, but it acts more like a covering for some kind of inflated tail penis, instead of leading to anything that could be called a "mouth".

So the tags are used for two different thing, and not all tail_maws lead to mouths-like openings. So for both of those reasons, the alias is denied.
