Reason: In Neopets, pets can have their appearance changed through the use of paintbrushes. This BUR implies the Neopets paintbrush colors to the main Neopet species tag, since they are all variants of Neopets.

Additionally, instead of making color tags for each Neopet species, which would create many, many tags, there is just one tag per color, similar to how there is a single shiny_pokemon tag.

This BUR just covers the most common Neopet colors on e621, I'll get to the others in a second part.
