Reason: Not all axes are weapons, just like not all knifes or hammers are weapons.

Should we rather have axe_(weapon) and axe_(tool)? Rename current tag as weapon (assuming the majority of tagged posts are weapons) and create axe_(tool).

This would help many people who are searching for axes used as tools or searching for axes as weapons, especially with posts where there are other weapons involved.

That would just make it harder to search for any axe at all.

An axe is an axe. It should just be treated the same way as knife. Ex: All battle axes are weapons, so it can imply melee weapon. If someone is wielding a standard axe as a weapon, the tagger has to add melee weapon.

Or we could keep axe and have axe_(weapon) and axe_(tool) so people can search for all three, but that might not be worth it.

Honestly this doesn't seem too unreasonable. Both axe_(weapon) and axe_(tool) could imply axe so if you wanted to see both things, you could just search axe.

It might be a little difficult to draw the line with what's considered a tool or weapon, though.

The problem there is I could see most people just tag axe instead of a more specific axe_(weapon) or axe_(tool), making those tags largely useless. Besides which, as you indicate, it's not very easy to distinguish between the two. In a lot of cases, the two are interchangeable and the only difference is the context in which it's used (e.g. a bearded axe can be used as a tool or weapon, a firefighter's axe (tool) being used against zombies or other monsters, a battle axe being used to chop down a trees if needed). An axe is an axe, which humans have found to be pretty versatile and have made versions better designed for specific tasks, but the core of the design is the same in all cases.

If anything, perhaps we ought to be questioning the legitimacy of the melee_weapon tag, since that can apply to any object in the right context.

That's not the case, the tag wiki for melee_weapon states:

This tag is used when an image contains a weapon designed for close quarters combat.

So something like a tree branch would not be a melee_weapon, but an improvised_weapon.
