Reason:

If someone is dual-wielding, they must be holding something.

Edit: Based on the recent discussion, the holding tag seems too vague to be useful. So maybe imply this to holding_weapon instead?

Regardless of what happens with the holding tag, having this one imply holding_weapon is always going to be more directly useful, so that's a good idea. So, switched to be dual_wielding implicated to --> holding_weapon instead and then approved.
