specifically talking about the official animations and not fanart; i'm wondering if i should tag those animations with feral or anthro given their character design.

for the record, i've been tagging them as feral. but i'm mostly asking this for wierdos like fwench_fwy_(chikn_nuggit) and iscream_(chikn_nuggit) where their arms are very different from their hind-legs and are rarely seen on all fours

I would personally tag most of the official animations as semi-anthro plus either anthro or feral depending on the post. The characters you mentioned tend to lean more to the anthro side IMO.

It varies by post. Left one is feral, right one is anthro.

Actually that brings up another question. I've been treating toony like it's a third form separate from anthro (the latter meaning instead human-proportioned characters), but is it not? The wiki doesn't say one way or the other.

No, toony is a style of drawing, like realistic. Whether something is anthro or feral (or taur or humanoid) is separate from whether it's toony or not. There is a semi-anthro tag for characters where it's difficult to tell whether it's anthro or feral, but even that is a supplemental tag to use along side anthro or feral, not a separate form.
