Reason: Looks like part of this is already suggested, so I'll add the rest of it here.

There seem to be a few different tag names being used for the same concept here. And while we're organizing, a few implications would probably also make sense here as well.

Sending everything towards the _theft versions because they seem a little better established and more often used. But also because "stealing"_[object] suggests the action is visibly in progress, but many images with this theme will show before, after, or otherwise implying it a little less actively. Only some show the action directly happening right then. So broadening it to just the concept with the *_theft tags seems more practical for what it is trying to tag here.

I focused just on the main ones for the moment. But obviously more can be added if/when they get more established. But this should help to better organise what is being used currently.

I moved the implicate swimwear_theft -> swimwearpart from the other BUR into this one, since it was only distantly related to that one but more strongly related to this one. It was just for organization purposes, because this way these could all be approved together without waiting on the rest of that other BUR.
