Are those "# missing" errors going to be a problem? Does the BUR need to be split in two so the tags are populated before changing the category, or will it work as-is?

Not gonna work as is, that's for sure.

The problem is that none of those tags exist. Literally never been used before.
And you can't change the category of a tag that does not exist.
