I feel like you could have something like, a doctor puts a tongue depressor in your mouth as being penetration, but the wiki for penetration says that yes, penetration is supposed to apply specifically to sexual situations.

that would probably be a tag like tongue_depressor_in_mouth or similar wording.

aren't these all already implicated to *_penetrating tags, which is in turn implicated to penetration, which is implied to sex?

Penetration never implied sex.

Penetration doesn't imply sex because you can penetrate yourself, or be penetrated by an object. The same apparently goes for *_penetrated (although the wiki says otherwise) which was why my previous BUR was rejected.
