Reason: all these tags are pairs practicing sex, the masturbation tag can only be used if the character is alone. when one character penetrates the other in anyway, it's considered sex.

Are these used for toying_partner? If so, do we consider toying_partner to be sex (I thought so, but there apparently no such implication)?

All of these tags implicate penetration, so if the tag sex were to be implied, shouldn't it be there? If Penetration can't be implicated, then none of these could either.

The penetration tag can be for masturbation, a character penetrating themself, while the x_penetrating_y tags are for a character penetrating another character (sexually).

Toying partner is only considered sex in cases like pegging.

That doesn't make much sense. A character giving penile stimulation to another character with a sex toy is considered sex, so why wouldn't a character giving anal stimulation to another character with a sex toy also be considered sex? The wiki for sex says:

Images or animations depicting any kind of sexual activity between two or more characters of any description. This generally includes all kinds of penetration.
...

• Masturbation, on the other hand, is not considered sex.

So a character using a sex toy to penetrate another character for sexual purposes, including in the latter example, is sex.

I just rejected my BUR in favor of this one since it's older and includes the ambiguous gender tags where mine didn't.

Additionally, since the last time there was discussion on this thread, toying_partner now implicates sex which should remove any concerns about that.

I don't usually like to bump stuff but this one feels pretty important, whenever I encounter posts that are missing the sex tag, 90% of the time it's because of the lack of these implications.

Bumping because I can't see why this shouldn't be approved, and "sex" is shockingly undertagged. *_penetrating_* -sex finds tens of thousands of undertagged posts.
