Reason: Because, as this post shows, sometimes characters are obviously comparing penises, but you can't actually see any penis.

Because they are comparing penises with is questionable since yiou can't see the penises but since the tag penis is linked, it makes things explicit even though it's not. (My brain hurts)

I would say that these posts would not qualify as comparing_penises as there is no penis to even compare with.
For all I know, they could be comparing hot dogs or pussy size down there. It's better to tag it with just comparing and censor_bar, or if there is one, comparing_censor_bar.
