Not the other way around? Every year is a date, but not every date may contain a year - could just be month and day.
IMHO, the two can just be aliased together. The difference between having the full date on the image or just the year isn't that important.

From the wiki for year:

This tag is for images that have a year written or printed somewhere on it. It might appear on a calendar setting a time frame for when the scene takes place or as part of a watermark or signature denoting when the image was made.

The tag appears to have more applications than dated. The latter covers the "as part of a watermark or signature denoting when the image was made" use case, but not the "calendar setting a time frame for when the scene takes place" use case.
