Should we set up BURs for implying the individual minor arcana cards, or would that be overkill?

Reason: tarot shouldn't imply tarot_card, that's weird

(tarot_card already implies tarot. currently they both imply each other. I'm not sure if they should be merged or if there's a reason to keep both around, but at the very least they should not both imply each other)

tarot and tarot_card still both imply each other despite this getting approved, something might be bugged?
