The main issue I ever seem to really have with the tagging system on this website is seeing characters I'm knowingly aware of the identity of that have been slapped with labels that use parts alone. Is there any chance we can change this?

That's what the lore tags are for.
If I'm interpreting your post right, that's what the lore tags are for. The regular tags are for Tag What You See while the lore tags are for behind the scenes stuff such as whether that female in the picture is really intended to be a transman (for example) by the artist.
And specifically, I'm guessing you would want to explore forum #23914.
