Reason: Katia Managan comes from a fan-made webcomic "Prequel: Or Making a Cat Cry" and thus is a fan character.

It's weird because it's technically not though technically is, as prequil as an elder scrolls universe based series, but at the same time it's sort of not because the web comic is original?
As Versperus said, while Prequel is a fanworks for The Elder Scrolls, it's its own canon and Katia is an official character for it.

She's still "a character that is based off of a franchise, series, or other copyright but is not a canon character", isn't she? She's a khajiit in the elder scrolls universe, whose story is told in a fan comic along side canon characters like Quill-Weave. What is needed to be considered a fan character?
