I've barely watched the anime, but from what I've heard, Sailor Moon is actually akin to a "super" identity like Catwoman, where it can belong to multiple characters. Even if there's only ever been one shown Sailor Moon, we still keep the Hero and the Citizen apart so that sailor_moon_(character) usagi_tsukino finds images that have both, should we ever get images like that.

This. It's like She-Ra versus Adora in Princess of Power. There were multiple She-Ra's before Adora, so neither character gets the other's tag. Same here.
