My friend wants to upload his art in here but he doesn't know how to create a tag for his name

Make the tag like normal. Then go into the tags tab up top and search for it. Choose to edit it, and make it an artist tag. From then on it will automatically be tagged as an artist tag by just typing the name in the tags in the future.

I know, hardly obvious to new people, but it does mean it works more normally after you do that once

Additionally the new site has link to edit tag on wiki of the tag, so you can also press ? next to tag now.

I tried this and there is no Artist tag option in edit

If it's a new tag, you can also add the tag as artist:whatever.

Specific example?
You're editing the tag type, right? It should just be under the list of categories.
One gotcha is there has to be at least one example of a post with it, to change it.
