I want to upgrade my account to Privileged so that I can add notes without being limited by hourly restrictions. Do I need to contact management for this? If so, do I need to include anything in my request so that it's valid, such as a brief description of why I want an account upgrade?

There's no method of requesting an upgrade. Just keep up with good work over longer lengths of time and you might eventually get an upgrade.
