How is tagging "uploader_is_artist" any easier/better than the artist tagging their name? In that particular case you give, the artist didn't tag themself because they thought they needed an artist profile first, which was a misconception. In my opinion, it would be better to fix that misconception and encourage correct tags instead of suggesting a placeholder (and risk people getting in the habit of using the placeholder tag that other people need to keep fixing).
Maybe if it acted as a kind of pseudo-tag which replaces itself with the uploader's name upon upload, but I have no idea if the tagging system is capable of doing that, and it still seems dubious (especially if the artist's username is different and can't be aliased due to being generic or ambiguous).

That would cause additional problems. When looking for the artist name in the usual spot, you instead find "uploader_is_artist", and you then have to scroll down to the upload info to see who it actually is. You also lose the search and wiki/artist links of the artist tag, with only the user profile link in the upload section remaining. If the artist has a different username here than what their art is normally tagged with, properly associating the two would be an additional difficulty.
On top of that, there would be problems when people make edits or find a better version than what the artist uploaded, copying over tags from the original upload. Then "uploader_is_artist" would be incorrect, and would be easy to miss and problematic to fix.

Posts do already need artist tag and artist wiki can state what is artists account in multiple ways (description or URLs for unofficial, user ID if staff verifies them).
