Implicating tongue_scarf → pseudo_scarf

Reason:
I think a pseudo_scarf tag would be useful as a base tag for similar tags such as tail_scarf, tentacle_scarf, and tongue_scarf. Though based on it's current definition, I'm uncertain if it should be implicated to pseudo_clothing or not.
