i was wondering since is attached to other points of the arm.
But Wikipedia says "can be fastened to wrists[/b], ... to hold them apart."
and bar in artwork is fastened to wrists AND is keeping the character's wrists apart.

Handcuffs locking together someones ankles are still handcuffs. Same way a spreader bar is still a spreader bar whatever its spreading.
