Reason:

In order to play with one's foreskin, one needs to be uncut. I think.

You can technically be circumcised and still have a foreskin.
That being said, I still think this implication is a good one.

Technically, you cannot, though you can have residual flesh tags, or have the inner foreskin folded back over to become the shaft skin; you can't have a complete foreskin after circumcision. ;)

There are partial circumcisions, some are left with enough foreskin that it can be difficult to tell the difference.
Technically it's not a "complete foreskin", but it can look very close.
And certainly you can be left with enough to play with.
