Flashing can be either gender and several body parts including breasts can be flashed (penis or pussy and/or breasts). Flashing also has a partially clothed element to it: while Presenting_breasts can be nude, flashing can't. Also, a character can be flashing another character without also presenting that part of themselves to the viewer (for example, if they're back is turned. Or if it's a side view in a comic) so that flashing is happening, but they're not presenting it to the viewer so the presenting tag would be inappropriate. So they overlap sometimes, but not by enough to interchange them.

I'd support this implication by the way.
