Reason:

I've always thought of clothing tag as something more substantial than underwear or a swimsuit.

Maybe I've just misunderstood. I mean, we have nude for absolutely no clothes, swimsuit for that, underwear for that, and clothing for anything more concealing...

Clothed is tagged whenever someone is wearing something, and clothing is tagged when there's any clothing (worn, lying around, or whatever) in the image.

I think that tag group used to work better back when we had three tiers: nude, skimpy for swimsuits and such, and clothed for fully clothed characters.

But then skimpy got implicated to clothed, and it got changed into an umbrella tag (see the current definition). So now we don't have any tags for fully clothed characters, and both clothed and clothing are so generic that they're almost useless for searches.
