Did you read the wikis?
Feminine is for female characters with particularly female characteristics.
Girly is for male/ambiguous_gender characters with something girly about them i.e. figure, clothing, etc.

No, I have not read this details in the wiki and nobody has read this because I found this tag only on male characters. (that I replaced by girly)
In short this tag was never used in the sense that you mention.
And it probably never will be.

The feminine term has a different meaning in the French language.
If I am referring to wikipedia usa, feminine is directly redirected to feminity, which is an alias of female:

And here's that wikipedia usa says for girly, we can read that this term refers to a style used for both men and women:

It's not wrong, or bad tags.
It's just people not tagging properly.

Better to fix by tagging correctly, than by getting rid of good tags.

There's more than 10000 tags, I have only used a few dozen.
That doesn't make the others invalid tags.
