I consider a ruff to be a more thick, or heavy fringe of fur around the neck, not unlike a collar, whereas a tuft is a patch of hair or fur (see: ear_tuft, elbow_tuft, chest_tuft)
Then again, if this alias suggestion was reversed
neck_tuft -> neck_ruff
it would make more sense to me.

The wiki entry for neck tuft is a bit.. confusing. I think these two are entirely different.
A tuft should be a tuft of fur at the base of the neck, like here:

While a ruff is the fur-collar. It seems the two have been used interchangeably for this tag, though.

I'd link to a picture of a black guy saying a certain phrase, but I think the admins wouldn't agree, regardless of the fact I have a pass for the word in question.

Noticed that neck_fluff (which I admit I have used as neck_ruff) is aliased to neck_tuft, I really don't consider those two being the same thing, if anything neck_fluff should go with neck_ruff not neck_tuft, but I guess it's up to debate.
