I suppose... It's just weird to see ー used with hiragana.
And I've seen ねっつ written as Netz elsewhere.

It's unusual but not unheard of. As for netz...that sounds like someone taking liberties with the transliteration. The "tz" looks really weird to me. I don't think you can get there with the phonemes of Japanese, so I'd assume that they decided that they wanted "netz" and tried to come up with kana that more or less fit.

Actually, "tz" sounds are usually transliterated to ツ. (For instance, ハーツレンタカー => Hertz Rent-a-car).

Also, I would shy away from creating direct transliterations of Japanese characters (such as nettsuu). Just figure out from the artist what romanized name they want to use. In this case, I'm betting its "netz" or "netzzzzzzz" or something. (Remember that ー is just an elongation of the last *sound*, not necessarily the last vowel.)

The one romanized as Netz seems to be someone else who also goes by ねっつー.

Edit: Spending a few more minutes on it, I'm coming up empty. Sometimes a Japanese artist just doesn't establish a particular romanization of their name. This one is probably just Nettsuu.
